What if someone does false accusations ( عصمت دری) on other person.
1. What should other person will do in Quran reference or Hadith?
2. Is there any order of counsil(punchayat) in Quran for such accusations?

False accusations are considered a big sin. There is no punishment or a recourse defined in the Sharia, however, depending upon the situation, one may choose to pursue a legal recourse.
