Painting or Image drawing is not haram unless they promote shirk, injustice or lewdness.
If you are talking about AI generated nude pics then yes they will be also prohibited as they promote lewdness. -
So watching such this will be considered as ha haram act.

If by Haram one means whether it should be refrained from or not, then yes, watching such content should be refrained. And if by Haram one means whether it is a major sin like committing Zina or a minor sin, then latter would be more appropriate categorization for such act.

Umar sb is saying that we should refrain from it. if not refrained, the sin committed is minor.
