and smilerly the prophet PUH sent his message of Tawheed to “هرقل” Hercules by one or few people.

your question or objection is not clear. Muaaz has to teach them the whole sunnah, like prayer, fasting, and their conditions in a practical way. This way, sunnah is transferred. We too learn it and teach it to our kids. at this stage ahadith are not consulted.
The message to the emperor was an invitation to accept Islam, not the whole religion that was going to be taught there.
