    my question is that when we hear this ayah

    There is no blame on you for seeking the bounty of your Lord ˹during this journey˺.1 When you return from ’Arafât,2 praise Allah near the sacred place3 and praise Him for having guided you, for surely before this ˹guidance˺ you were astray.

    al-Baqarah, ayah 198

    some scholars say that this ayat is evidence that it is allowed to make a dual intention while going to Makkah during Hajj season, one intention is of doing trade and one of doing Hajj. in other words a person decides to go to Makkah for 2 reasons, one is to perform Hajj by going to mskkah and another intention is to do business by going to Makkah.

    my question is that can this ayah be interpreted like, that this ayah does not simply allow what is stated above but actually is allowing that if a person goes to Makkah with intention of Hajj only, but on reaching Makkah he feels a need for money or trade then he may do so. but this ayah cannot be used to justify that a dual intention while starting the journey is allowed. in short it allows a person who goes to Makkah only for Hajj but later during Hajj journey he feels a need for trade so, he is allowed. but this ayah does not talk about that it is allowed to make a dual intention from start of journey. like making an intention of trade from that journey to Makkah and also intention of Hajj from that journey to makkah

    If a pilgrim needs to do the trade as well on the occasion of Hajj, he has to bring with him the items of merchandise with him. So the intention of doing trade must be at the start of the journey. There is no restriction in the verse that the intention for trade must come during the Hajj and not before it.

    Here you can understand how God sees affairs. When a worldly benefit is not against Him, he allows it. It will become condemnable if one forgets the pilgrim and its obligations and prefer a trade to the pilgrim like he ignores a ritual to perform or ignores the punctuality for rituals while doing business.
