Is it permitted or acceptable if a spouse wash his private parts comprehensively and skip Ghusal and later at prayer time he perform wadhu and pray? Or a proper Ghusal is obligatory mandatory after intercourse and before Salah prayer?

Ceremonial bath (Ghusl) for both male and female after intercourse is compulosry for Salah.

Ghusal or ceremonial bath is required before salah in the following instances:

    1. Ejaculation through sexual intercourse or otherwise. This can happen while awake or in sleep.

    2. The act of copulation with wife also necessitates the cermonial bath, irrespective of whether one has ejaculated or not.

    3. Menstruation or puerperal discharge.

I understand that part of the answer you stated, the question was more concerned when you have cleaned and washed private parts after sexual impure state, will that suffices? Due to any reason, bath could not be taken or one choose not to take bath at the moment, instead cleaning only and later wadhu for Salah, will this satisfy the required procedure for Salah?

No, it will not satisfy the required procedure for Salah.

Ceremonial Bath is a requiremnt for Salah in this condition unless one is sick or faced with any other undue harship, in that case Tayammum would suffice, but in normal circumstances, Ceremonial Bath is a compulsory requirement for Salah.
