my question is related to watching funny cartoon and comedy .does it fall in making fun of someone like cartoon showing slowness of grandma or its allowed in I this case islam?

As long as the jokes are not person specific/group specific (ethnicity, caste etc.) in any sense and are very generic in nature like a hypothetical grandmother in a cartoon, then there can be no objection on such jokes.
