In the absence of anything immoral or unethical, there is no reason to consider it prohibited.
Imam Ahmed bin Hambal is also reported to have said:
لا بَأْسَ أن يَشْتَرِىَ الرَّجُلُ مَوْضِعَ قَبْرِه، ويُوصِىَ أن يُدْفَنَ فيه، فَعَلَ ذلك عثمانُ بنُ عَفانَ، وعائشةُ، وعمرُ بن عبدِ العزِيزِ، رَضِىَ اللهُ عنهم
“There is nothing wrong with a man buying the site of his grave and leaving a will instructing that he be buried there. Uthman bin Affan did that, as did Aisha and Umar bin Abd al Aziz (may Allaah be pleased with them all)“.
