      Responsibility to conduct Juma Salah is that of leaders of Muslims only (‘arbab-e-hall o aqd’) and no one other than those leaders can arrange such a gathering. In its absence, there is no Juma Salah as ordained by Islam. Whatever is being conducted in today’s time in non-muslim countries by muslim communities is based on Ijtihaad and hence not obligatory.
