Deliberately targeting civilians is without question wrong, but most of the time armies do not attack civilians. Also they do not want to waste precious amunition and turn the world’s opinion against them. But, normally enemies exploit this weakness and use civilian areas for their operations. So, the answer is not as simple.
1. Many times the military establishments are in close proximity of civilians.
2. Sometimes enemy deliberately hides or shells from civilian areas
3. Most of the factories producing military supplies directly or indirectly are in civilian areas with civilians employed in them.
4. Most bridges, roads and utilities necessary for armies to operate are also used by armies.
5. Many times armies use civilian trucks to transport amunition ans supplies.
6. Many civilians get involved in attacking armies and it is difficult to distinguish between peaceful or hostile civilians.
When the war heats up and especially the weaker side tries to eliminate the distinction between civilians and military.
