Proper way of giving talaq is to give talaq and wait for the iddat tjme period. And then if both dont reconcile than divorce is done. Thats it. And one can do nikah again with the same person in future if they want to
But in Pakistan. They make you give three divorces after every three months. And they take the option away from you that Allah has given us. Than people go to ulemas to find a way to do a nikah again after three divorces
What should one do in such a situation. Do we have to abide by the government even if its laws are going against the sharia??

There is no such law in Pakistan to give three Talaq to make it happen. It i the ignorance of the people that they think Talaq happens only when it is pronounced three times at once or at intervals. An advocate can guide you that a single Talaq is enough to end the Nikah bond.
