Yes, it’s a commandment of Allah, so it’s obligatory. Please see verses 18:23-24 of Holy Quran:

18:23 You shall not say that you will do anything in the future

18:24 without saying, “GOD willing.” If you forget to do this, you must immediately remember your Lord and say, “May my Lord guide me to do better next time.”,

This important commandment also gives us daily opportunities to remember Allah. Mighty not be obligatory to state in Arabic, you can also say in your own tongue.

Saying Insha’Allah (or Masha’Allah) is an expression of our belief in Allah and recommended too. However, it is not obligatory (Fard) for a Muslim to say Insha’Allah everytime. Quran 18:23-24 verses are in a different context for which Ghamidi Sahab’s notes can be read at the following link:

The link is working fine for me.

But in case you are wondering, summary of the video is that MashAllah and InshAllah are just expression of our iman (that all things happen through the will of Allah and with His permission). They don’t have a real effect nor is anyone will be held accountable for not uttering them. But it is good to express your iman with these words time to time.
