The people mentioned in Surah Baqarah ayah 273
“˹Charity is˺ for the needy who are too engaged in the cause of Allah to move about in the land ˹for work˺. Those unfamiliar with their situation will think they are not in need ˹of charity˺ because they do not beg. You can recognize them by their appearance. They do not beg people persistently. Whatever you give in charity is certainly well known to Allah.”Who are the ones mentioned at start of this ayah and how does one recognize the people described in the latter part of the ayah

As told in the verse, they are the needy but do not beg. If one is sensitive and wise, one can recognize them by looking at their face or their knowing their circumstances.

Just the way a particular group of migrants known as Ashab-e-Suffa were recognizable at that time whom these verses are pointing towards, similarly, we can recognize the needy today by being aware of our surroundings and circumstances of our relatives and other people in our social circle.
Ghamidi Sahab writes while explaining Quran 2:273:
“This is a reference to the muhajirun who had been stranded in Madinah for many years and it was not possible for them to even go out of it for trade purposes, and the treaty of brotherhood which had been established between them and the ansar also could not have been of benefit for them beyond a certain limit. It was also not easy for them to find other means of livelihood within a small village like Madinah. For this very reason, the Prophet (sws) had given them residence in the mosque. In history, they are called the ashab al-suffah“

Do the people who do da’wa or teach in madrassahs fall into this category? If that’s the case, should one prefer to donate to such institutions the most as it is told in the Quran that people fighting in the cause of Allah who don’t have time to earn living are the most deserving of the zakat?

Yes, they may fall into this category. Preference can be different for different people according to the different situations they come across.
