    Not doing jihad at the time of need, that is under situations when Allah has ordered us to do it, is a sin. But what if one doesn’t do Jihad in terms of fighting with the enemies when it is not obligatory? For example, during the war going on between Gaza and Israel and the person is living in some other country. If one doesn’t participate in it for worldly things such as his family, or hardships, is he committing a sin? As it is said one shouldn’t love anything more than his love for Allah. Is not doing the recommended acts such as these for worldly things going against this statement?

    To announce Jihad is the responsibility of the Muslim governments. They have now regular armies to do the job,

    so it is their obligation to declare jihad if and when necessary according to the conditions of Jihad. A common man is not responsible for the duties of the government. He may ask his government to realize its obligation if there really is.
