Suppose there are two companies, company A and B. A makes a much better quality product while B makes a good quality product and both sell what they claim. Company B simply improves their branding to make them look unique and stand out from other competitors and their sales rise.

Company B is selling what they claim but since they are perceived to be better than company A (even though their product is not as good), people are buying more from them due to their better branding.

Company B sells what they claim but is beating the competitors by means other than improving the product a deception?

No, this is marketing not deception. If the company is not lying to its customers regarding specification of their product then there is no deception. Such a marketing if done without actually maintaining the said quality of the product in long-term then it won’t last for long because customers will realize this fact and eventually start moving to a different supplier.
