Daily use of an item is not necessary to be a personal item. The jewelry kept for the marriage of children, for example, too is a personal use. Jewelry for business is liable to pay zakat.
Zakat on saving is due when your savings meet the threshold of 642 grams of silver. Below it is not liable to pay zakat.
