دنیا کو خدا نے عمل اور آزمایش کی جگہ بنایا ہے۔ اس کے لیے جو قوانین اس نے مقرر کیے ہیں وہ علم و حکمت پر مبنی ہیں۔ پھر جب وہ چاہتا ہے جہاں چاہتا ہے مداخلت کر کے ان عام قوانین اور علت و معلول سے پیدا ہونے والے نتائج کو بدل بھی دیتا ہے۔ مگر یہ نہیں بتایا جا سکتا ہے کہ خدا نے کب کس جگہ کتنی مداخلت کی۔ اندازہ کیا جاتا ہے۔
جو کام آپ عقل سے خود طے کر سکتے ہین وہ آپ ہی کو طے کرنے ہیں۔ اس میں خدا سے مدد مانگی جاتی ہے مگر پہلے آپ کو اپنی کوشش کرنی ہے۔

But Allah is Saying in Quran that he dont interfere. Allah has create law and complete the deen and if you follow those you will be sucessfull in Duniya and Akhirah both.
Allah has created his laws that he himself dont go against them.
Surah Fatir (3543) فَلَن تَجِدَ لِسُنَّتِ ٱللَّهِ تَبْدِيلًۭا ۖ وَلَن تَجِدَ لِسُنَّتِ ٱللَّهِ تَحْوِيلًا
Surah Yunus (10:64) لَهُمُ الْبُشْرَىٰ فِي الْحَيَاةِ الدُّنْيَا وَفِي الْآخِرَةِ ۚ لَا تَبْدِيلَ لِكَلِمَاتِ اللَّهِ ۚ ذَٰلِكَ هُوَ الْفَوْزُ الْعَظِيمُMoral of the story is to follow the the law of Allah that is Quran and your life will become heaven. If you dont sumbit fully then there will be situation that will be unpredictable and unforseen.

The verse you referred to is about the law of God about the fall and destruction of nations when they deny their Rasool and the signs of God. See the context of the verse and its like.

Toh iska mtlb hai k Allah hakeem apny qawneen m hai jo k Woh hai. Lkn surah kahf m jaisay hazrat khizr as r hazrat Musa as ka Waqya hai usse hm relate krskty hn k agr zndgi m koi bht azmaish agyi r ap ka way of life ya direction completely change hgi ho due to circumstances toh yeh qawneen hain ya hikmat? Aur aqal toh srf ilm hasıl krny ki khwaish kre toh yeh bhi amal e hai hm Allah ki hikmat cause and effect m dkhty hn toh jb k Woh Al-qhaar hai subjugate kiye huy sbko toh yh nizaam r mamlaat uski hikmat e hain.
