What islam says about if a person not declaring full taxable earnings to avoid government income tax in a non Muslim country? Further more at the same time claims government benefits under the low income government support benefit system. Is that money Halal or Haram ?

Lying itself is outright forbidden. Cheating is another thing which is forbidden.

Money earned through deception is haram. If you are getting benefits because of lying then of course it will be haram.
