This is about the polytheists of Quresh as indicated in the previous verse 66.

So why does the verse says to leave them on account of their religion? Is it that we can’t be friend the polytheist

This is about the polytheists who rejected the message of God even though the messenger of God directly conveyed it to them and persistently invited them to the oneness of God. After this Itmam ul Hujjah, they were condemned by God. The above expression indicates that their condition is hopeless. This is not the case with other polytheists. Therefore we are not the addressee of this directive.

Moreover, the polytheists of Arabs in the time of the prophet started a war against the prophet and the Muslims, therefore it was forbidden for the Muslims to make friends with them because they were going to be punished by God. Such a special kind of situation does not exist for other polytheists.

But of their condition is hopeless then why in this verse Allah says but you have to keep giving them dawah?

This is about their collective behavior, however, for the sake of itmam ul Hujjah so that they might have no excuse on the day of judgment and in expectation of some individuals that they might turn around, it was asked to keep warning them with the Quran.
