This tells that face, hands, and feet can be exposed even if adorned. This is not about Satr but about adornment. That women had to cover their adornments but what is usually left exposed can stay exposed even if adorned. On the other hand, Satr is about the private parts which includes sextual organes and chest and the areas adjacent to them. for details you can watch The series on veil by Ghamidi saheb on youtube.
