    Asselamu aleykum,

    As per Suratul Shura verse 38, Allah Almighty is commanding the Muslims to have mutual consultations. So my questions is, Can non-Muslims vote in the Muslim state?

    The directive in the Surah is for the Muslims’ affairs. The modern states are not Muslim-specific states. They are established on the principle of nation-state. Modern term of the nation includes non-Muslims too, as Muslims are a part of the non-Muslim states. They have equal rights being a part of a nation. So they are entitled to cast a vote.

    So, Does that means Islam does not have any prohibition on the non-Muslims casting their vote in the Muslim state? Right?

      As told earlier, there is no Muslim-specific state in the world, except for Saudi Arabia, where non-Muslims are not allowed to get citizenship. The Muslim countries are called Muslim due to the majority of the Muslims. But non-Muslims have been given equal status. So, Islam has nothing to do with it.

      However, in Saudia Arabia, since it is not allowed for non-Muslims to reside there, Islam would not allow consulting with non-Muslims as the key members of the state to run the state affairs.
