Quran 23:5-7 and 70:29-31 cannot be used as an argument against masturbation or other toys mentioned in the question because these verses talk about prohibtion of sexual intimacy with other individuals except for wives and concubines, their application cannot be extended to other things (For details, please see:Discussion 7141 • Reply 7283).
For matters which are not explicitly prohibited in religion, we can consider whether it is something to be liked/recommended in religion or something which is disliked in religion in the view of overall framework of religion with Tazkiya being the primary objective.
Acts like masturbation and using toys are not prohibited in religion but it is still recommened to not employ such methods too frequently so that they may affect one’s marital life later on. Same applies to using dolls of this type, which takes this activity to the next level and has a high chance of effecting one’s marital life. It can be discouraged but cannot be declared Haram or cannot be equated with adultery which is a crime in religion.
