It does not make the prophet an independent source of declaring something Haram. It tells what the prophet declared something haram or halal according to the rules prescribed in the Quran, no one should deny them when their ascription the prophet is proven. Ghamidi saheb accepts this authority of the prophet and is very well expressed in his book Meezan.
