if a 16 year old boy touched a woman inappropriately on wrong parts is that considered zina ?
if he did not know that was zina and he also does not know about the punishments of zina and its seriousness is he considered sinful and if yes then he repenting to allah is that enough if he repents to allah?

The actions are sinful ( depending on whether it was deliberately done with understanding) but its not zina.
