Different situations require different rulings. Anything that may distract the attention while praying is avoided. A woman’s voice has an attraction for men, therefore it is advised not to raise it while praying. However, when a woman is appointed to lead the payer, (and there is only one case reported in Ahadith) it is already considered that she is there to lead, therefore emotions get changed. It is the same that when male students learn from female teachers, they usually develop respect for them.

If women can lead the prayer can they give azan too? If yes, why are there no such reports in the sahih ahadith?

There is no restriction on women to say Azan. However, it did not happen because women were not invited. The traditional social duties of women never allowed them to take these responsibilities.
