What is the rate of zakat (2.5%,5%,10%or 20%)on pensionery benefits received by a Govt. employee at the time of retirement. What rate is applicable on his monthly pension?

It is the same as a salary. The same 10 percent zakat is applied. Keep in mind that the taxes paid to the government are included in zakat.
