Quran 60:7
˹In time,˺ Allah may bring about goodwill between you and those of them you ˹now˺ hold as enemies. For Allah is Most Capable. And Allah is All-Forgiving, Most Merciful.60:7
In this verse God says he may bring love by giving them hadayah then what about those who aren’t hostile because Allah says I don’t ask you to not befriend those who are not hostile so how will love be formed with them because the verse say about the hostile one

It is obvious that if the goodwill can happend between the Muslims and the hostile enemies it can be created between the non hostile ones too.

So means that there is no good will between the non hostile ones before they accept Islam?

It can be. Therefore it is said in the same sura that you should behave well and nanianyin justice with the non hostile ones. They were relatives and a goodwill between the relatives is fact.
