Itla means information. When you come to know for example that a product contains pig meat, Yiu decide it is haram. When the information is not confirmed it provides doubt. This doubt doesn’t make the thing mushtabeh but doubtful. As soon as the information is confirmed you have no ishtibah that the thing is halal or haram. On the other hand, in mushtabeh, the confusion never ends. You have to prefer one aspect to another.
