surah Zukhruf ayat 67 Say that close friend on the day of judgement will be Enemies to each other except the righteous God fearing so I want to ask that Is it wrong to make someone a close friend who is an atheist and in one of the Hadith prophet Muhammad (saw) said that you’ll be with those on the Day of judgment whom you love so is it wrong to love someone outside faith

Context is important to understand a statement. The first one is about the kuffaar who supported each other against Islam. They were told that they will be enemies to each other when they faces the consequences of their unjust opposition to Islam. They will blame each other.
In the second instance, it is about the ones who loves a righteous person for his righteousness. He will be with him in Jannah despite having different ranks in Jannah.

Then why the verse says except the righteous when it’s about kuffar… Doesn’t it makes it a general rule

The righteous ones will have no reason to turn against each other. To be enemies to each other there must be some reason. See the verses 36 to 39 of the same suran which explain this kind of friendship.

Allah replied, “O Noah! He is certainly not of your family—he was entirely of unrighteous conduct. So do not ask Me about what you have no knowledge of! I warn you so you do not fall into ignorance.” surah Hud ayat 46
It tells that hazrat nuh son had unrighteous conduct so Allah said he is not of your family so if someone of your family is also is on wrong path they aren’t also a member of your family?

This is an expression to disown someone.

Meaning? Do you mean that God is asking to disown his son now or is telling that he wasn’t his son from the beginning due to his unrighteous conduct since beginning

And what about those who don’t influence each other to do anything wrong but one of them isn’t a believer would such people also turn against each other?

In sura Mumtahina God has allowed asked Muslims to be good with those non Muslims who were not hostile to them. One can keep good relations with non Muslims. There is no problem.

Both Surah Zukhruf and Noah’s son example are talking about after Allah’s judgment has been passed.
Which we have explained before, there is no judgment of Allah today because there is no more Rasool coming. So we wait for Day of Judgment to see which relationship Allah will allow and which He won’t. It’s not a rule for today.
