No one can make this claim who know the facts that the oldest books on Quran like Tafseer Tabri and older than that contains the same Qirat. No scholar of the past reports any difference in the Qur’an he consults, there is no report that the people who memorised it were memorising some different Qur’an. the one who makes such claim needs to provide the evidences of different recitations being reported from all the disciplines of islamic sciences.
Qur’an is not just a book passing from a person to person but from generations to generations. Any discrepancy has to be repeated in the history.
Ottomans just contributed to spread the Qur’an as does the Saudi government now.
