There is no reality in it. It is inference of some scholars that since the women is asked to hide the sound of the sounding anklet (24:31), her voice is more attractive therefore it should not reach the ears of men.
The analogy is incongruous. Voice of a women is not an ornament. Secondly it is not forbidden to wear a sounding anklet, but not to produce loud sound by stamping on the ground. The same can be said to women not to utter loud sound to attract the attention of men. This is a manner which is necessary for men to adopt too.
