We have around 300-400 muslim students in our university in china, is there any way to get a place and declare it as jamia masjid? But a lot of people say there is a pre defined criteria for jamia masjid. Is there any such thing as per Allah’s instructions

No there are no instructions from Allah in this regard
The conditions stems out of etiquette.
1) The land is pure that is free of filth
2) Land is acquired legally and by fair payment
3) It should not cause inconvenience to others.
