A kafir( non muslims) can’t be your friend. What does this mean? Can we dine or be friends with non believers?

Kafir is not a non Muslim.
Kafir is someone who rejects the truth knowingly. That can be a Muslim (Munafiq) or a Non-Muslim. But kafir and munafiq are declared by Allah during revelation:
Discussion 59660We do not know who among us is a true believer and who among us is a kafir or munafiq in modern time as there will be no Messenger of God telling us this. So until then, non-Muslims are your brothers and sisters in humanity. You are only advised to not be with them if they are hostile on basis of your religion:
Allah does not forbid you from dealing kindly and fairly with those who have neither fought nor driven you out of your homes. Surely Allah loves those who are fair. Allah only forbids you from befriending those who have fought you for your faith, driven you out of your homes, or supported others in doing so. And whoever takes them as friends, then it is they who are the true wrongdoers. (Qur’an 60:8-9)
