Yes, this appears to be the case in the light of few narrations. Please see:

As a principle, water should be clean for Wuzu however, considering the scarcity of water, personal preference in cases which are ambigious and some other factors in different situations etc. such applications may arise. Extracting religious directive from these narrations would be inappropriate.
