Is it a sin if I have a bad thought about someone and it is not true? Is it a sin if I dislike someone passing by and have bad thoughts about them?

To feel bad of someone can be instinctive, but it not sinful unless you believe it without reason and act accordingly, but to think about someone bad specifically without valid reason is sinful.
