Is breaking rules of a place a sin?
If a person goes to the gym and there is a rule that everyone should place the weights back to their original place and he didn’t place them so is he sinful? And there is also a rule that anyone under 16 can’t go to the gym so this also sinful if he goes as 15 year old.?
These rules are not strictly implemented

Based on verse 7:33, we can say that once any of this sins committed then all of the action leading to those major sin will be considered.
Hence, its better to follow them. If one do any sort of injustice by breaking those laws, person may be held accountable. -
