Aoa, hope you are doing great, my question is that either a person who owns a property (in which he lives), (and is a monetarily stable person for his daily life expenses) can take Zakat for his health treatment because he don’t have enough money to pay hospital dues,

Yes he can take Zakat money, becuase in that particular instance, he himself became a needy person which makes him eligible for Zakat.
