I was watching a video saying the community who commit shirk. Muslim ruler has right to declare war against them. And life and property become permissible for them.
Is this called being merciful to the non Muslim and preaching Islam?

War cannot be declared against a state just because the people of that state commit polytheism. A Muslim state can only declare war against another state in order to curb oppression.
