    Is it ok to make jokes in private about a bad situation where people might be suffering? For example, the bad condition of a city can be joked about, but people are suffering from that bad condition.

    Personally I like dark humour. But I don’t know if it is acceptable or permissible.

    Making fun of someone specific is unethical. General jokes are acceptable.

    However your case is hard to say, I personally feel it is poor taste to make fun of actual people’s misfortune even without any specifics. I suppose we should wait for a scholarly opinion for clarity. @Irfan76

    It is to be decided by the person with his or her sense of ethics, morality Ans humour, if it is not a blatant one, which is obviously wrong.
