If my father is not earning than is it mandatory to give fidya (Ramzan Roza). by whom. (Son) or someone.

If the father can’t fast and can’t complete the count at a later date then he should pay the fidya. If he can’t afford to pay it himself, he can ask his children to do it for him. They’re not automatically obligated to pay it for him.
