Intelligence Agency And Spying
Is there any concept of spying or forming an intelligence agency in Islam?
As far as I have read, Islam asks people to be honest all the time. And when there is a contract, you must abide by it.
In modern world, all nations have contracts with other nations. Is there any space for spying? Is there any space for intelligence agencies running covert operations? Please provide Quranic references if possible. Thanks..

Islam does not forbid Spying or any form of Intelligence Setup. There is nothing in the Quran or Hadith on this topic.
However Using Spying agencies to conduct Immoral ,Unethical acts is strictly against the principles of Islam.
For Example Spying cannot be done to view the Private life of individuals such as Acts in bathroom and bedroom etc for pleasure and lust. Unnecessary spying on a whole nation only to use it for blackmailing tactics is strictly forbidden. We saw the behavior of Intelligence agencies when Former NSA Contractor Edward Snowden published their wrongdoings. Such kind of spying for abuse of power and authority has no basis in islam.
Similarly intelligence agents cannot be used to violate innocent human life, Property and dignity or initiate Unjust war.
But Spying can be used to reveal the evil intentions, inclinations and acts of enemy State within moral boundaries without hurting innocent lives in that country. Important information to reveal enemy’s hidden agenda.
