What is the concept of lowering the gaze? It is believed that one should not look at the awarah of other person whether same gender or not. The question is many people in the west or even in the east for e.g women wear skirts that don’t cover their knees or thighs. What is the ruling on it? Watching a movie made by non Muslims in which they don’t really wear modest clothes just defined above… Watching these movie would be impermissible?

Lowering gaze means not looking at something inappropriate, and not to stare at, no matter the inappropriate sight is in real or in movies, a Muslims needs to avoid looking at it.

People look at each other’s face while conversing and as a result we can see how someone is dressed. If a person is not dressed according to the guidelines of Islam how can one converse with them?

This is where you have to decide. Look at their faces and talk.

If I adopt this practice i.e not look with list or stare at people not dressed modestly and look at that them when necessary like talking to a friend, taking lecture from your teacher, watching movies etc …. I won’t be sinful or would I?

Of course not. It is the bad manner of looking or watching that makes it sinful.
