Qasr Namaz Obligation
People say that it’s obligatory to offer qasr namaz (If the situation is present) even if we are relaxed or in a comfortable situation.
They cite Hadith of Prophet SAW which goes like this
When Omar asked the Prophet (blessings and peace be upon him) about the reason of praying qasr (shortening the Prayer) after Allah gave safety to the believers, the Prophet (blessings and peace be upon him) told him, “It is a charity Allah had given you, so accept His charity.”
I want to know the full context of this Hadith.

In this hadith, Umar is not enquiring about the nature of this relaxation, but the reason.
A general rule, relaxation is not made compulsory.
If one is at ease, one can offer a full prayer.
