    Surah Aal imran (3:134) states “Those who spend [in the cause of Allah] in prosperity and adversity, who restrain anger and pardon people — and Allah loves those who do good”. And in surah baqarah 2:219 it is stated “They ask you what they should spend. Say: ‘The excess (al-‘afw).’ Thus Allah makes clear to you the verses that you might reflect.” If we are supposed to spend only in what is excess of what we have according to surah baqarah how are we supposed to spend when we have adversity according to surah aal-imran since there would be nothing in excess being in adversity. Isn’t this a contradiction between the two verses?

    One level of spending in the way of God is that one should pay the obligatory zakat from his wealth. A higher level is that he considers whatever wealth remains with him after spending on his personal and business needs to be the right of society and whenever he sees someone in need, he whole-heartedly helps him. The highest level in this regard is that he fulfils the needs of others while sacrificing his own needs and ignoring his own desires. The Quran refers to this attitude by the words :وَ يُؤثِرُوْنَ عَلَى أنْفُسِهِمْ وَ لَوْ كَانَ بِهِمْ خَصَاصَة (those who, despite being needy, give preference to the needs of others, (59:9)).

    Quran 3:134 refers to the same attitude as mentioned in Quran 59:9, which is the highest level. While Quran 2:219 refers to the obligatory requirements of charity which are only on excess wealth.
