Sugra means small or lower in order
Kubra means larger
In Urdu when we say “sugra kubra” it means surrounding everything or in totality or the whole history of something, depending upon the context

The context in which he said,it was that you feel God talking in that. It’s style is not like some philosopher, speculative, hakeem(physician),or the propagator of sugra and kubra. A person is in no position to talk at that level.
