Sin For Breaking Verbal Promises
Will a person sin if he breakes his verbal promise(not an oath)?
Example:- If a man verbally promises to his fiance before getting married that he will not marry again but after few years of his marriage his mood changes and now he decides to marry again.
So in this case, will the person sin by breaking his verbal promise?

Promises in many instances as in the example that you stated above are in fact contracts. Needlessly breaking promises is immoral and therefore forbidden in Islam.

So if there is an absence of a contract then also this principle will apply to every individual , right?
Now what is needless and what is not is to be decided by the individual, right?.

Bdw, is there any kaffara in absence of an oath?

This is to be decided by the conscience of the person and also in accordance with the norms of the society or of the related field or realm.
There is not kaffara for breaking of promises. However, if it amounts to loss of some kind for someone, that must be redeemed.
