Since we know that Prophet S.A.W communicated the Quran with his people for some 23 years before its completion so when was the first warning of Azaab after Itmam E Hujjat given to the mushrikeen in these 23 Years, was it before Hijrat or after Hijrat?

It was repeatedly given in Makkan Surahs before Hijrah. According to the historical records, in the first public announcement at Mt Safa, the prophet declared that he is the forerunner to inform them a great calamity coming to them.
