I seek clarification regarding the difference between government taxation and zakat on salaries. The government applies different tax rates based on income levels. For instance, if a person’s annual income is between Rs. 600,000 and Rs. 1,200,000, a tax of 1% is applied on the amount exceeding Rs. 600,000. This means that a person earning Rs. 80,000 per month pays approximately Rs. 300 in tax.

According to Ustaz Javed Ahmad Ghamidi, if the government fixes a nisab for salaries, then a person should pay 10% zakat on that income. Consequently, someone earning Rs. 80,000 per month would pay Rs. 8,000 as zakat each month, which amounts to Rs. 96,000 annually.

My concern is that if a person already finds it difficult to meet their essential living expenses—such as rent, family needs, and daily costs—how would it be fair or practical for them to pay such a significant amount as zakat? How does Islamic teaching address this situation of financial hardship?

The principle is God doesn’t enjoin a responsibility one is not able to perform.

لا یکلف اللہ نفسا آلا وسعھا۔

If the threshold appointed by the government is not justified for 10 percent zakat, You can decide not pay zakat as zakat is essentially taken from the Ghani.

Keep in mind that all the taxes are counted as zakat paid.
