If you have got the power. Means someone is under you. Either working or something. And you can prevent someone from doing something. Does munkar apply to a sin or a crime. If a sin isnt harming anybody. Then are we still obliged to make someone stop from doing so if he falls under our supervision.

For his greater good in the hereafter, too, it is our moral duty to advise, warn and try to stop people under our supervision from doing sin.
