Bidah in literal sense means anything new, but as a religious terminology, it means to add anything new to religion as a religious act with hopes of getting reward, which is considered absolutely Haram as per Quran (7:33) and many Ahadith as well (whether it be called Bidah, Bidah Al Hasna or by any other name). If raising of hand is being done as a religious act in hopes of reward, then it is definitely a Bidah and should be avoided at all costs.
