Do we have to recite in such a way that the lips have to move as of something is being read or can we also do that without moving the lips, reciting in heart?

It should be like a whispering as God says:

    وَلَا تَجْهَرْ بِصَلَاتِكَ وَلَا تُخَافِتْ بِهَا وَابْتَغِ بَيْنَ ذَٰلِكَ سَبِيلًا

do not offer that prayer of yours very loudly nor in a very low tone. In fact, adopt a middle way between the two. (17:110)

In my understanding, the verse quoted above was specifc for Qiyam-ul-lail Salah where Muslims were asked to recite in medium pitch, somewhere between silent recitation and loud recitation. Dr Irfan Sahab can clarify further.

In my understanding, one can do silent recitation which may involve some whispering as well. Reciting in one’s heart takes away the spirit of recitation (utterance/’tilawat‘) altogether, therefore, utterances of Salah should be recited with lips, however the tone may vary.
